On paper, Colorado needs no planner: the license is a single visit to any county clerk, there's no waiting period, and self-solemnization means nobody else has to show up. In practice, the paperwork is the easy 10% — what planners here actually manage is land access, and that's where the state gets complicated fast.
A single elopement day can cross three jurisdictions: a national park ceremony site (NPS special use permit), portraits on national forest land (different agency, different rules), and dinner at a private venue. Planners who work Colorado full-time keep current on which Front Range open spaces banned ceremonies outright, which permits are quota-limited, and which sites rangers actually patrol.
The other half of the job is contingency. At altitude, July hail and June snow are not freak events, and good local planners build every timeline with a bail-out location and a weather call deadline. If you're bringing guests, even ten of them, expect your planner to handle shuttle logistics — trailhead parking at popular ceremony spots fills before 8 a.m. in summer.
